Lost Ball or Ball Out of Bounds

IHCGA ROOT and ROCK RULE:
If a player's ball or the player's swing, with virtual certainty, will come in contact with a root or a rock
then the player may move the ball to the nearest safe area (no closer to the pin) with no penalty.
